Passing on Information Regarding Permanently Excluded Students
The process of permanently excluding a child from school is always difficult and undertaken as a last resort by any school, however there are things that can be done to make the process easier for the child.
As colleagues will be aware the Short Stay School for Norfolk has the duty of providing educational provision for permanently excluded young people within 6 days of their exclusion (1 day for LAC). We can only successfully do this if schools are prompt in providing us with the information we require to safely get the young person into school.
We would like to remind all colleagues of the following important processes
Referral forms
When a school permanently excludes a young person they must provide a completed SSSFN referral pack ON THE SAME DAY THE EXCLUSION LETTER IS SENT. This enables the SSSFN to promptly get the young person into alternative provision and avoid them staying out of education for prolonged periods.
School Files
It is vital that Schools pass on all files relating to a young person as soon as possible after a permanent exclusion. Whilst we appreciate the need to prepare papers for Governors hearings, it is unacceptable that young people often spend the first three weeks or a month in the SSSFN without us having key information to support them. This is particularly true of Child Protection files.
A full school file (or copy) including any Child Protection file MUST BE PROVIDED TO THE SSSFN WITHIN 5 SCHOOL DAYS OF A PERMANENT EXCLUSION.
Electronic Data
The DFE states that when pupils transfer schools it is important that their new school has, and acts on, information about previous performance. The requirement to send the common transfer file (CTF) from the old to the new school within 15 school days of a pupil ceasing to be registered at the old school ensures that specific information about the pupil is transferred with them. As with paper files it would be very helpful if schools could aim to meet his deadline
By meeting these important deadlines schools will be supporting the young person in transitioning appropriately to their next provision, and will also be fulfilling their safeguarding obligations.
