Educational Psychology & Specialist Support Trading Proposals
You will be aware that following last year's Big Conversation and SEN/AEN Review, Educational Psychology and Specialist Support (EPSS) was tasked with developing a traded professional service for our schools.
This traded service is complementary to the service provided as part of Norfolk's SEN Core Offer and will be fully available from Easter 2013 (aspects of the traded offer can be accessed immediately).
The following is an outline of the overall EPSS offer from 2013:
Part of Local Authority SEN Core Offer with no direct costs for schools
Consultation service for clusters/schools
Statutory SEN activities commissioned by the Local Authority
Services targeted at groups of children who are particularly vulnerable (e.g. children at independent special schools, children out of school, children in care).
EPSS Traded Services (at cost to clusters/schools)
1. Enhanced Services, with two options
A. Enhanced Core Offer
B. Block Purchase
2. Additional Services, with two options
A. Bespoke Packages
B. Direct Hire
A diagram of EPSS services with further details and costs of the traded activities are attached. It is our aim that this be a premium service of high quality delivered at a competitive price. The charges quoted are estimates for the financial year 2013 - 2014 and caveats apply to deployment of time by Advisory Learning Support Teachers, which is currently under discussion. Outline details of quality standards are attached.

We, of course, welcome suggestions that could improve this offer, as well as any opportunity to discuss our proposals with you further. Therefore, the designated contacts for your cluster/school (Educational Psychologist and/or Advisory Learning Support Teacher) will seek a meeting with you to expand on the information in this letter.
To help us to plan and deliver this comprehensive range of professional activities we need to ensure that we have in place the required number of staff to meet our clients' needs. This in turn means that we need to have agreements in place by April 2013 to ensure this is the case. These services will be listed in the Services for Schools brochure in January and we hope that when that is published you will be in a position to commit to this enhanced professional partnership.
