The paper gives results of the consultation with schools, along with the recommendations of the Schools Forum and the recommendations to Cabinet.
Cabinet agreed all the recommendations as set out in the paper.
We would like to thank all of those who responded to the consultation and ensure you that your comments and views are important to us and are taken into account when final decisions on school funding are made.
As a result of the views expressed an additional factor for EAL has been added based on the first 3 years contact with education and 75% of learning support service will be delegated in September 2013. The Schools Forum representatives chose to de-delegate maternity, suspended staff, special circumstances funding, redeployment and safeguarding as well as free school meals eligibility, licences and subscriptions (i.e. these items will be held centrally for maintained schools). Schools will keep the newly delegated budgets for behaviour support, financial difficulties and a small amount for ethnic minorities. It was agreed that the Authority should also hold contingencies for unforeseen circumstances.
