Nationwide Programme of School Building Surveys
You may already be aware that one of the outcomes of Government's 2011 Independent Review of the Schools Capital Funding (the James Review) was the commissioning of a nationwide programme of School Building Surveys. The Education Funding Agency (EFA) has been given the task of resurveying the majority of school buildings and has commissioned a national programme, which is expected to take 2-3 years to complete. This process sits outside our direct control as the Local Authority, but as these surveys are likely to become a key factor in assessing future Capital funding, we would encourage schools' cooperation.
The EFA's appointed surveyors for Norfolk are EC Harris and they have already conducted a small number of sample surveys. EC Harris have now informed us of their intention to survey a larger batch of schools, starting in the Spring term 2013. Those schools due to be surveyed have already started to receive the letters from the surveyors and a full list can be seen here:
EC Harris Survey Schedule Spring 2013.pdf
This list currently goes up to March 2013 and we anticipate further phases to be added throughout this year. As soon as we are made aware of further survey dates we will update this list accordingly.
EC Harris accept that their surveyors will need to be flexible and if the proposed date is going to cause particular problems, then our advice is for you to contact them directly to discuss arrangements. We have already sent EC Harris a set of floorplans for most of the schools on the list, but further information, relevant to each school, should be available on the Connect2 Asset Management Website, which can be accessed here:

Norfolk County Council already maintains its own programme of regular building assessments through the NPS Condition Surveys. These surveys form an integral part of the current Asset Management Process and, as they collect a higher level of detail than the national programme, they will continue.
