Change in working arrangements with the Short Stay School for Norfolk
With effect from 1st April 2013 The Short Stay School has a fully delegated budget and with it, delegated responsibilities in the same way as all other schools. This means it is no longer a service which is line-managed directly by the Local Authority and all elements of its functioning including budgetary and staff management are now solely the responsibility of the Executive headteacher and the Management Committee (Governing Body).
The LA continues to commission the Short Stay School as the provider which fulfils its statutory duties around permanently excluded pupils, those with medical needs and those missing education for other reasons. Performance monitoring of the commissioned service will be undertaken in line with the Children’s Services Monitoring, Evaluation and Reporting Framework by the Additional needs Strategy & Commissioning Team.
What this means for schools
The core service delivered by the SSSfN remains the same.
All procedures connected with referral to /support from the Short Stay School remain the same, with any changes being notified to schools directly by the SSSfN.
All issues concerning operational matters should be addressed to Des Reynolds, Executive Headteacher head@locksley.norfolk.sch.uk.
Any questions relating to the strategic commissioning of the service should be addressed via Michael Bateman, Additional Needs Strategy & Commissioning Manager michael.bateman@norfolk.gov.uk.
Any complaints should be addressed via the Short Stay School’s own complaints and compliments policy in the first instance. Any unresolved complaints should be routed via the Local Authority complaints and compliments procedure.
