Phase Transfer Admissions to Specialist Resource Bases

Requests for Support for places in Specialist Resource Bases at Phase Transfer will be considered at the Admissions Meeting in the first half of the autumn term rather than the second half of the term as at present. The reason for this change is to enable parents to express an informed preference for a phase transfer school as the national closing date for secondary admissions is 31st October.

Schools will be able to continue to submit Requests for Support for Phase Transfer pupils to SRB Admissions panels taking place later in the academic year.

Pupils without statements

Parents of pupils without statements can be informed that their child is being considered for a place at the SRB on transfer and can then be advised to name the SRB school as their first choice on the preference form for secondary transfer which they need to submit to the LA by 31st October. This will not guarantee the child a place at the SRB school. Parents of non-statetmented children should also be advised to name second and third preferences and to carefully consider the over-subscription rules at schools they may wish to consider to maximise their chances of gaining a place at a preferred school.

The published admission criteria for the SRB schools will apply to all applications. Confirmed SRB placements are given the highest category/criterion for out of area pupils seeking admission to Community and Voluntary Controlled mainstream schools which host SRBs.

SRB admissions panels will need to provide a list of the pupils identified for placements to Admissions from the early autumn term admissions meeting to support placement planning.

Formal offers of SRB places for non-statemented pupils at SRBs at secondary phase transfer cannot be made before 1st March (3rd March in 2014) which is the national offer date for secondary admissions.

Formal offers of SRB places for non-statemented pupils at junior school phase transfer cannot be made before 16th April which is the national offer date for junior school admissions.

Formal offers of SRB places for non-statemented pupils at Reception classes admissions cannot be made before 16th April which is the national offer date for Reception class admissions.

Pupils with statements

Formal offers of places for Statemented pupils can be made following the SRB admissions meeting and will be confirmed via the Final amended statement issued on or before 15th February.

Forward Planning

In order to support the early planning needed for an SRB admissions panel before 31st October schools are advised to consider those pupils currently in Y5 or Y1 who they feel may need an SRB place at Phase Transfer 2014 so that they can make the request for support in time for the SRB admissions panel in the first half of the autumn term 2013. Schools are advised to consider early discussions with parents and liaison with SRB host schools during this summer term in order to be ready for the admissions meeting early next term.

Dates of panel meetings and deadlines for submission of Requests for Support for 2013 - 2014 will be published on the SRB section of the Norfolk Schools Website.
