School Funding Reform and Inter-Authority Recoupment

This MI Sheet updates the information contained in MI Sheet 8513 in as far as it relates to inter-authority recoupment of ‘top-up’ cost for ‘high needs’ pupils who attend a maintained mainstream school or an Academy, hold a statement of special educational needs and ‘belong’ to another Local Authority by virtue of being LAC to that Authority. Inter-authority recoupment will continue for these pupils if they are Looked After Children.

Following further consultation with the EFA it has been confirmed that school to other Local Authority recoupment will be required for ‘high needs’ pupils that belong to another Local Authority. It has been accepted that Authorities may offer a service to carry out this function centrally on behalf of the schools.

This ‘top-up’ arises when the cost, including the Basic Per Pupil Entitlement, of meeting the child’s needs is in excess of £10,000 per annum. The top up funding will be calculated on bandings linked to the known additional needs of the child.

It has been agreed that Schools Finance will carry out the inter-authority recoupment function on a half termly basis in arrears for any maintained mainstream school or Academy which wishes to avail itself of this service. The top-up monies received will be credited to the schools as income at the end of each half term. Please note that for Academies this new service will not be implemented until September 2013.

To minimise the need for all schools to respond, it will be assumed that your school wishes to make use of this service unless you advise Schools Finance to the contrary via email to barry.parnell@norfolk.gov.uk no later than 31st May 2013.

In order that it can be ensured that all ‘high needs’ pupils belonging to other Authorities are included in the recoupment process schools are asked to advise Barry Parnell, again no later than 24 May 2013, of any statemented other Authority LAC or ‘cross border’ pupil.

The information required is:

    • Full name & date of birth
    • Whether LAC or ‘cross border’ and Authority to which he/she belongs
    • Primary difficulty and statement quantification.

Barry must also be kept up to date whenever any such pupil commences attending or leaves your school. Similarly if an existing pupil who ‘belongs’ to another Authority becomes statemented Barry needs to be advised as soon as possible.
