Model Teacher Appraisal Policy for Schools/Academies - 2013
Arising from changes to the School Teachers' Pay and Conditions Document 2013 and our already published Model Pay Policy, we have now in turn also made changes to the Model Performance Management Policy. This is published in Schools PeopleNet.

The changes this year, as well as reflecting changes in pay and conditions that will be introduced from September 2013 onwards, have also taken into account our experience and those of the teacher unions in the last year in operating the policy. As you will be aware, there is on-going industrial action by the two largest teacher unions, the NASUWT and NUT and this has intensified recently on a whole range of issues, including those relating to pay policy and performance management policy. Despite this, locally we have managed to maintain really effective working relations with these two unions who have worked harmoniously with other unions including those representing headteachers and other school leaders. The outcome of this and our consultations has been very positive with very little disagreement on most issues.
The full range of options under each heading remains available to you, but you may wish to reflect whether the options that been agreed with the trade unions meet the needs of your school/academy. Where we have not reached full agreement, this is shown in green.
Whatever performance management policy you decide to have in your school/academy will need to be subject to consultation with local representatives. The trade unions have asked us to make clear that these consultations need to be meaningful. By this we would advise that the following process be followed.
- Seek the initial views of the school's/academy's Personnel Committee
- Publish the outcome of these discussions for staff consultation allowing around two weeks
- Consider any feedback from the consultation and revise the performance management policy as necessary
- The revised document is published for further comments
- The revised document is finalised by the Personnel Committee
- The school's/academy's performance management policy is published in its final form
