School Teachers' Pay and Conditions Document 2013

The Government has now published the School Teachers’ Pay and Conditions Document 2013, and this is available on the Department for Education website:

The main changes from the draft document published in April 2013 are:

  • Confirmation of the 1% pay award for all salary points and allowances
  • Confirmation that the new TLR3 can be made to a teacher who is already receiving a TLR1 or 2 payment as well as saying that, unlike any other salary or allowances, TLR3 payments do not have to be made pro rata to part time teachers.
  • An amendment to the circumstances under which a school must pay a teacher on the upper pay range.

The draft document said that a school must pay a teacher on the upper pay range if they have been employed in that school at any time as a post threshold teacher.

The final document says that a school must pay a teacher on the upper pay range for as long as the teacher is employed in that school as a post threshold teacher without a break in the continuity of their employment.

The provisions of the 2013 Document are in force from 1 September 2013.
