The Norfolk Threshold Guide

In accordance with the requirements of Working Together to Safeguard Children 2013, Norfolk Safeguarding Children Board produced a Threshold Document in September 2013. This document was been produced with the input of a range of partners and replaces the Norfolk Matrix.

The Threshold Guidance is intended to support all professionals in Norfolk to consistently determine the level of support required for children and the families that they work with. Thresholds are a clear way of aligning a particular level of need with a corresponding level of support to meet that need. This therefore aids consistent decision making with children, young people and their families and enables them to access services at the point they require them.

This document was produced in line with learning from NSCB Multi-Agency Management Reviews and is designed is to assist all practitioners working with children and young people in Norfolk in finding a resolution when they have a professional disagreement in relation to the safeguarding of children and young people.

Both of these documents are included in the Safeguarding Children in Education - Senior Designated Professional Training and are intended for use by Schools when determining the levels of need and working with other agencies.
