From April 2014 it is the responsibility of all Heads of Virtual Schools for CLA to ensure that the Pupil Premium of £1900 for every CLA is used effectively by the school to raise attainment and achievement, and this must be identified on the CLA's PEP.

The condition of payment of CLA Pupil Premium Grant (DfE) indicates the funding responsibility of the VSH to allocate and approve the Pupil Premium Grant, please see the link immediately below:-

Virtual School Heads for CLA have made further enquires to DfE for clarification and received the following response:-

'There is no "right" for the provider (school) to have the £1900 Pupil Premium for CLA. As Virtual School Head teacher you will make a decision on how the money is best used. Some children will not require as much support as others, so in those discussions around the PEP and putting in place that extra support through Pupil Premium Plus funding it may be that some support will be more than £1900 and some will be less. If you believe that, usually for those expensive independent providers, all aspects of support for the child (through the PEP) have been covered in the existing package then why would you make a PP payment to the provider? However if you decided that there was even more support that could be provided then you could use it - it would need to be detailed within the PEP and agreed with you as the Virtual School Head teacher . The amount you might use for such support is not fixed (i.e. at £1900) it will depend on what support is being given.'

Funding

The changes in the management of CLA Pupil Premium grant, as stipulated by the DFE from April 2014, requires the Head Teacher of the Virtual School for CLA to allocate this funding based on the needs of the child, and evidence that the school requires additional funding to meet those needs. In Norfolk, this funding will be requested as part of the PEP process and allocated/approved by Norfolk's Virtual School for CLA in response to the information and evidence provided through the PEP.

An initial allocation of £500 Pupil Premium funding for each CLA who had been in care for six months on 1st April 2014 will be transferred to schools before the end of the summer term.

Norfolk Schools who have CLA from other authorities on their roll, must contact the Headteacher of the Virtual School within the CLA's home authority to request CLA Pupil Premium Grant, as (nationally) all Headteachers of Virtual Schools for CLA are responsible for the allocation of Pupil Premium for all school aged CLA within their authority, even though the CLA is educated in a Norfolk School.

The name and contact number of other authority Headteachers of Virtual Schools for CLA can be requested from Norfolk Virtual School.
