Balance Analysis Mechanism – Cluster Funds.

A balance control mechanism procedure for clusters came into effect from 1st April 2014 and was included in Norfolk’s Scheme for Financing Schools. The following document attached has been updated to provide further clarification for clusters, demonstrating the legitimate purposes that balances may be held for.
