Health and Safety Responsibilities for Contracted Services

The new NPS Prospectus for the BMP4 outlines that the transfer of responsibility for meeting health and safety requirements can be made, it is important to note that this refers to the responsibility for arranging these works using an approved supplier. Norfolk County Council (including schools) cannot wholly transfer their health and safety premises management responsibilities to any other party by contract.

As a member of the BMP4 (both Full and Compliance Membership) the responsibility of the school is to:

  • Initially ensure that all of your school’s requirements are identified and included in maintenance, inspection and test arrangements (and notify NPS of any relevant changes which are undertaken directly by the School).
  • Monitor to ensure that the scheduled arrangements are carried out at the required frequency and time, for example, the 5 yearly electrical mains installation test.
    • Ensure that the School’s Premises Manager completes the Contractors Site ChecklistM and Information Sheet with the contractor on arrival to site. (Please note: you do not have to approve contractor risk assessments. The Contractor must be competent to assess their area of expertise but you should read through the assessment (or method statement) prior to the work starting, to ensure that the risks of this work being carried out on your site have been considered and to know how the work should be carried out).
  • Ensure that a suitable level of monitoring is carried out (for larger works projects).

Where School’s directly engage with contractors, schools are responsible for ensuring that the health and safety approval process is carried out in line with the NCC Procurement and Commissioning Policy.
