Early Years Pupil Premium, EYFS Baseline Assessment and Information for Supporting Parents
Early Years Pupil Premium
From April 2015, disadvantaged 3 and 4 year olds receiving free early education will be entitled to Early Years Pupil Premium. The funding will equate to just over £300 per child. Early Years providers are responsible for identifying eligible children. In order to receive the funding, you will need to establish which pupils are eligible and then complete an electronic form and submit this via Anycomms. EY Finance will email schools and nurseries with further details about this soon. EYFS Baseline Assessment
From September 2016, a non-statutory baseline assessment will begin for schools to administer when a child enters the Reception year. The Reception baseline will be used to assess schools’ progress for children who start Reception in September 2016 and beyond. Schools that choose not to use an approved baseline assessment will be judged on attainment alone. Schools may decide to begin the baseline assessment in September 2015. If this is the case, they will need to register with an approved baseline provider by the end of April 2015. Any baseline assessment that does not receive over 10% of the market share will be taken off the list and the DfE will inform schools, by 3rd June 2015, if they will need to select another choice.

The Local Authority and Norfolk Primary Headteachers’ Association are in agreement that the Early Excellence Baseline Assessment (EExBA) is the only approved one that follows the Early Years Foundation Stage principles and assessment practice. We recommend administering the baseline from September 2015, using this year as a trial year.
Schools will need to purchase their chosen baseline initially and the DfE will refund the basic costs in Autumn 2015. Details on how to do this will be provided by the DfE. Independent schools will not be reimbursed. From 2016, school budgets will contain funding for the baseline.
