Prevent Duty: Requirements for Schools

What is Prevent?

Prevent is the Government’s strategy to stop people becoming terrorists or supporting terrorism, in all its forms. Prevent works at the pre-criminal stage by using early intervention to encourage individuals and communities to challenge extremist and terrorist ideology and behaviour.

The Counter-Terrorism and Security Act, which received Royal Assent on 12 February 2015, places a duty on specified authorities, including schools and colleges, to have due regard to the need to prevent people from being drawn into terrorism (“the Prevent duty”). The Prevent duty reinforces existing duties placed upon educational establishments for keeping children safe by:

  • Ensuring a broad and balanced curriculum is in place schools to promote the spiritual, moral, social and cultural development of pupils.
  • Assessing the risk of pupils being drawn into extremist views.
  • Ensuring safeguarding arrangements by working in partnership with local authorities, police and communities.
  • Training staff to provide them with the knowledge and ability to identify pupils at risk.
  • Keeping pupils safe online, using effective filtering and usage policies.

In line with this Duty, the Ofsted inspection process will evaluate the school’s approach to keeping pupils safe from the dangers of radicalisation and extremism, and what is done when it is suspected that pupils are vulnerable in this way. It is important that all schools understand that expectations of the new guidance and legislation in this area.

In order to support schools to fulfil the responsibilities outlined in the Prevent Duty Guidance, a series of Workshops to Raise Awareness of Prevent (WRAP) have been organised in collaboration with Norfolk Constabulary. It is recommended that Designated Safeguarding Leads attend one of these sessions in order to understand the Prevent agenda more fully. In addition to the workshop, DSLs that attend the training will be provided with further resources including a model policy, training materials and guidance to cascade to staff.

To book a place one of these sessions, please apply via s4s.norfolk.gov.uk by searching for course title or date. Spaces will be allocated on a first come first served basis. The briefing is free to attend, but please note there will be a £20 per person administration fee for non-attendance or if cancelled within 10 working days of the course date. No refreshments will be provided.
