Monitoring of Test Security and Administration

The LA will again be carrying out unannounced monitoring of test security in at least 10% of schools for both Key Stage 2 Tests and the Phonics Screening Check in Key Stage 1. Please ensure that ALL staff in any way involved in the administration of tests have a copy of the test administration guide and are fully aware of how those requirements will be implemented in the particular context of your school. Statutory Moderation

We use Perspective/Perspective Lite (both referred to as "Perspective" throughout this document) as a secure tool to exchange confidential information between the LA and schools. Please ensure that you are aware of the process detailed below.

Selection of Schools

  • Statutory moderation will be carried out by the LA in all three key stages for a minimum 25% sample of infant, primary and junior schools.
  • Schools will be notified of the details of their moderation appointment through Perspective. Please see above for lists of dates.
  • If you would like to know more about the moderation process for EYFS, year 2 or year 6, 'Meet a Moderator' sessions will be available for schools - these will need to be booked on to via http://www.norfolks4s.uk/. Each session will run from 16:45 - 17:45. The purpose of the sessions is to informally discuss the process of moderation and may be attended by Reception, year 2 and year 6 teachers and senior leaders. The dates are as follows:

    Reception only:
    • 18th April 2016 at the PDC, King's Lynn 4:45-5:45
    • 19th April 2016 at the PDC, Norwich 4:45-5:45

    Year 2 and Year 6 only:
    • 23rd May 2016 at the PDC, Norwich 4:45-5:45
    • 24th May 2016 at the PDC, Norwich 4:45-5:45
    • 25th May 2016 at the PDC, Norwich 4:45-5:45
    • 26th May 2016 at the PDC, King's Lynn 4:45-5:45

Selection of Pupils

  • For all Key Stage moderations, schools must upload cohort and assessment details into Perspective, using the templates and guidance provided with the appointment letter. The assessments given are used only to select the sample of pupils for moderation, and may have changed by the date of your moderation appointment.

    Perspective can be accessed through the following link: https://perspective.angelsolutions.co.uk. If schools have difficulties accessing their Perspective account, please click on the "forgotten your password" link on the log-in page, and follow the instructions.
  • Schools will be informed of the pupils selected by the LA for moderation by 12 noon the working day before their moderation appointment. Schools must ensure that someone is able to access Perspective on this day.

Feedback from Moderation

  • At moderation, teachers will be given detailed verbal and summary written feedback with the judgements agreed at moderation and details of any agreed actions required to secure accurate assessments. The moderator and teacher(s) will sign this paperwork off at the end of the session, to agree results which have been validated and any required changes.
  • Headteachers will be notified of the outcome of their school's moderation immediately at the end of each session and copies of the written feedback will be available in Perspective.

Post-Moderation Actions

  • It is a requirement for schools to act on advice given at moderation, and not to submit judgements different to those agreed without the consent of the local authority.
  • It is feasible that some judgements may change between the moderation and submission dates. Moderators will indicate on the paperwork if changes are feasible due to slight additions being needed to the evidence base. Schools will need to agree with the LA any changes to validated judgements before submitting final teacher assessment data. Details of the required process will be given in the moderation record.
  • The moderation outcomes form uploaded into the school's Perspective will contain a section for headteachers to sign. Headteachers must ensure that they sign and upload a copy of this paperwork into their Perspective account to signal that they agree with the judgements and that action will be taken to address any points for action raised.

Statutory EYFS Agreement Trialing

  • Those schools not called for EYFS moderation this year must attend Statutory Agreement Trialing. The subjects to be covered this year are: Personal Social and Emotional Development and Literacy. Schools must book one teacher onto one of the events where the teacher will discuss the attainment of a range of pupils, covering the subject areas. We will email schools with the dates and venues of these Agreement Trialing sessions and they can be booked on through www.norfolks4s.uk/
