NSCB Serious Case Review: Child P
On 13 April 2016, the Norfolk Safeguarding Children Board (NSCB) published a Serious Case Review, 'Case P'.
This Review deals with the care and protection of Child P, a young woman who was the victim of sexual assaults by her step-father. He was subsequently convicted and imprisoned for these offences. Child P's mother was also found guilty and imprisoned as a result of her failure to protect.
The Norfolk Safeguarding Children Board investigated the circumstances that led up to these incidents in order to learn and improve services. Child P's story is a complex one and the review examines a range of issues, including how to work with known sex offenders, ensuring regular school attendance, recognising whether and how well parents can protect a child, and making sure that agencies maintain and share appropriate records.
The report does show that the agencies involved responded to individual issues as they arose, but there was a lack of information sharing which led to a convicted sex offender having close and regular contact, and presenting a high risk to, Child P over a number of years. This also meant that incidents of concern were not quickly and consistently shared with other agencies working with Child P. These systemic issues were reflected in the work of GPs, schools, school nursing, Norfolk Family Focus services and children's social care.
This Serious Case Review was published with a detailed action plan setting out how the recommendations will be implemented. All schools are encouraged to read through the reports and consider current practice in light of the learning. Workshops - Implementing the Learning
The Review includes important learning for schools and other education services about the support for vulnerable pupils; the need for further guidance and training are specifically identified within the recommendations. In line with these recommendations, a series of workshops have been organised to provide staff with an opportunity to:
- Reflect on the learning from Case P
- Identify and discuss existing good practice
- Map training needs and identify actions to further support the implementation of this learning in practice.
