Phase Transfer 2016

You will be aware that the Local Authority (LA) is required to make arrangements for the transfer of pupils with EHCPs between school phases. The LA is required to issue a final EHCP naming the school to which the child is due to transfer by February 15th in the academic year preceding transfer.

We are writing to you to recommend that you hold an annual review next term (Summer Term 2013) for any children who currently already hold an EHCP who will be transferring from your school at the end of July 2017, even if this is not the term in which their annual review is normally due.

We will be contacting the parents of these children in the autumn term 2016 to ask them about their preferred school. We will then use the most recent annual review record and the most recent EHCP to consult the school named by parents as their preference, so it is important that the EHCP has been reviewed and, where necessary, amended to reflect the child's current needs ahead of that process. Given most children's EHCPs will be relatively recently produced we would not anticipate there will be significant numbers of EHCPs that will require amendment.

Please ensure that the completed annual review is sent to the LA within two weeks of the date of the review meeting in the usual way.

For children who currently hold a statement we will be arranging to undertake a transfer review during the remainder of this term. Your EHCP Coordinator should already be in discussion with you regarding initiation of this process. Our aim will be to finalise EHCPs for those children where the transfer review process determines this is needed by 30th September 2016. The LA will then issue a further amendment notice in the autumn term in readiness to finalise the EHCP with the name of the onward school by 15th February 2016. Given that the transfer review should be a comprehensive, future proof assessment of needs it is not anticipated that the content of the EHCP will need to be revised again beyond September 30th beyond Section I which specifies the name of the school.
