New ESPO Electricity Supplier and Regulatory Changes (P272)

New Supplier

There is a new ESPO electricity contract from 1 October 2016 and a new electricity supplier. The new supplier is Total Gas and Power (TotalGP) and most sites will have already been billed by them. If you have not already signed up to the new framework, it is not too late and this can be done by emailing energy@espo.org.

Regulatory Changes (P272)

There is a major shakeup of the electricity market (P272) currently in progress which means that a large quantity of meters will be moved across to mandatory half hourly settled supplies. The supplies affected meet the following criteria:-

  1. The meter has a supply profile of 05, 06, 07 or 08 (this is found on the invoice and is the uppermost left two numbers in a box with two lines of numbers starting with an oversized S)
  2. The meter currently records half hourly data (AMR meter)

For those supplies that meet these criteria the change will take place before 1 April 2017 and will mean that:-

  1. The invoices will no longer contain meter readings and will show consumption and associated costs only.
  2. The tariff will be based upon exactly when electricity is used, rather than the current "profile" approach.
  3. The meter operator charges will no longer be included in the standing charges and a separate meter operator contract will be required. This is a requirement for all mandatory half hourly settled electricity meters.

It is strongly recommended that a meter operator contract is set up using the current ESPO framework for meter operator and data collection rather than using the supplier nominated option. The current ESPO framework supplier is Siemens and the school will be billed separately each year for this. As and when the affected supplies on the ESPO contract transfer, the schools will be informed of the meter operator obligation.
