Revised Managed Move Scheme - Pilot

The Local Authority has worked with Norfolk Education Leaders (NEL) to develop a revised managed move scheme as one of the strategies to reduce permanent exclusions in Norfolk schools.

The attached flowchart provides an overview and it is proposed that three pilots will begin before the end of the Spring Term with a first review to be undertaken before the end of the Summer Term. There will be a pilot set up for all schools in Greater Norwich with two further pilots in rural areas. Headteachers at pilot schools will be contacted within the next few days and will be advised to undertake future managed moves via the pilot scheme and will be encouraged to give feedback on the pilot.

Following the planned review later this academic year we plan to finalise arrangements with NEL and roll out county-wide as soon as possible in the new academic year.

The new process will be managed between heads with advice from the Admissions team regarding alternative schools (the next four nearest schools or all schools within statutory walking distance). The pupil will remain on roll at the original school during an initial 8 school week trial. Where pupils are eligible for school transport this will be arranged by the Admissions team.

The Admissions team will maintain information on managed moves (in and out) to ensure no school is required to admit a disproportionate number of pupils with challenging behaviour and that all schools support the scheme.
