2nd Fair Funding Consultation on proposed changes for 2005/06
Fair Funding Consultation 2004
Second Consultative Document on suggested variations to Norfolk's Scheme for Financing Schools, to take effect from 1 April, 2005.
Further to my letter of 17 September, 2004, that accompanied the main consultative document for proposed changes 2005/06, You will be recieving by Royal Mail a second consultation paper containing detailed proposals for:
- Special Educational Needs Funding Review Phase II
- Small Secondary School Protection Factor
- Further options for the sixth form abatement factor
The consultation document and technical papers are intended to provide information, for consideration by the Governing Body, in respect of further Fair Funding changes that it is proposed should be implemented from April 2005.
The document seeks comment, agreement and suggestions on these proposed changes to the existing Scheme. All replies are collated and considered by the Education and Cultural Services Review Panel prior to decisions on changes being made.
A copy of this consultative document and technical papers is being sent to every Chair of Governors and Headteacher. The consultative document is also being sent to the Clerk to the Governing Body and the Chair of the Finance Sub-Committee.
Schools are requested to respond to the consultation online at http://schools.norfolk.gov.uk/ under 'Schools Management and Governance' then 'Headteachers' and then 'Fair Funding' by 17 December. A hard copy of the response sheet has been sent to the school for ease of completing the soft copy via the website.
Briefing sessions have been arranged to provide further information on the proposals as follows:
- 22 November, 2004 Springwood High School, King’s Lynn 7pm-9pm
- 23 November, 2004 Great Yarmouth High School 7pm-9pm
- 24 November, 2004 Northgate High School, Dereham 7pm-9pm
- 25 November, 2004 Blyth Jex High School, Norwich 4.30pm-6.30pm
There will be presentations covering this document and the main consultation paper, and an opportunity for questions. It would, therefore, be advisable to bring both documents with you to the briefing sessions. Any members of the school staff or the Governing Body are also welcome to attend.
