Criminal Records Bureau Applications

We are currently returning approximately 40% of applications received for criminal record bureau checks to the applicants because they have not been completed correctly, this causes a great many delays in the processing of the forms.

From the 21st February 2005 incomplete forms will be returned to the schools for correction. A guide to completing the disclosure application form can be found on: www.disclosure.gov.uk

The average time taken by the CRB to complete a check is now in the region of 3 to 4 weeks. This does however still vary from case to case and can be influenced by the amount of time it takes Police Authorities to check against previous addresses.

The CRB has also identified that a major cause for delays in the process is the failure by applicants to complete the Disclosure Application correctly. In order to avoid delays resulting from incomplete application forms it is necessary to ensure that:

  • The form is completed in black ink
  • A full five year address history is provided
  • All previous/middle names are listed and verified
  • All proofs of identity are listed, it is not sufficient just to rely on a passport or a photo driving licence, as much of Section X must be completed as possible. At least one proof of identity must have details of the applicant's present address.

When the disclosure application is received in the HR Services Centre, a check is made against List 99 before the form is sent to the CRB. Schools will be notified as soon as the Disclosure is received from the CRB. The Disclosure itself is retained by the HR Service Centre for six months after the date of issue in case of queries, but details are kept on a separate database as evidence that checks have been undertaken.

I hope that the above is a helpful reminder of the process involved in requesting checks against police records. However, I should like to take this opportunity to remind schools that the CRB process is just one part of any sound recruitment process that should be in place to help ensure that our schools provide a safe environment for children in Norfolk.

We have recently been contacted by Norfolk Constabulary who are still receiving enquires from individuals who have been advised by schools to get a 'police check' via their local police station. These enquiries usually relate to volunteer helpers or to individuals who are providing teaching services in a number of schools or for extra-curricular activities, e.g music teachers, sports coaches. This is not a service The Norfolk Constabulary provides.
