TO ALL PRIMARY PHASE HEADTEACHERS AND CHAIRS OF GOVERNORS
From: Fred Corbett

Target Setting for 2007 - Key Stages 1 and 2; School Self Evaluation 2005 (Ref MI 166/05)

As you know all schools are required to set targets this autumn in English and Mathematics for the current Y5 pupils for their National Curriculum Tests in 2007. Schools are responsible for setting and publishing their own targets for raising pupils' attainment in discussion with the Local Authority. Regulations require schools to set these statutory targets by the end of December 2005 for the Summer 2007 tests. We will be working with you to have provisional targets set by Friday 21st October 2005.

In the interests of continuous improvement, targets should be ambitious, rather than safe predictions of pupil performance. The Local Authority is required to submit these targets to the DfES. Although the statutory requirement to set and report targets applies only to the targets for 2007, the DfES is encouraging Local Authorities and schools to look further ahead than one year and set a trajectory to 2008.

We are committed to supporting you, through your RDA, and by the provision of additional relevant data. This will be in relation to both the setting of absence targets and for end of Year 6 targets. When visiting the school, the RDA will be discussing the guidance and target setting regulations and will provide support in implementing these arrangements. In addition, we will, as previously, be providing you with customised target setting data for the relevant Key Stage 2 cohort of pupils in each of the core subjects based upon previous performance. This will assist with setting the statutory targets for 2007.

To enable us to provide you with this reliable data, and to support your target setting, the Local Authority has continued working in collaboration with The Fischer Family Trust. The Trust provides calculations to aid target setting based on national data and builds these from estimates of performance for pupils based on prior attainment. (If you would like more information on the work of the Fischer Family Trust please contact Chris Jackson in the Management Information Centre 01603-224223).

The Education Act 2005 introduces new inspection arrangements in England from September 2005. The Act provides an outline framework for the new school inspection programme. OFSTED have, over the past months, been developing this outline framework and piloting programmes to test and assess the practical workings of a new inspection system. This has resulted in the development of a new inspection

framework, incorporating the Every Child Matters agenda as set out in the 2004 Children's Act, that meets the Section 5 requirements of the 2005 Act.

At the heart of this process is the School Self Review process. We know that most schools have become very effective in self-evaluation. The quality of your self-evaluation is the key to successful inspections and central to co-ordinating your approach to school development and improvement. Therefore we have made supporting you with self-evaluation as one of our highest priorities, again your RDA will be able to help you with advice and further support with this.
