I have been delighted at the number of Governors that have attended one of the four sessions we arranged in order to explain the implications of introducing Teaching and Learning Responsibility Payments (TLRPs) and the pre-requirement to review school staffing structures by 31st December, 2005. I hope that this, along with the knowledge already in schools, will enable a constructive dialogue on a proposed new structure and this in turn will assist in the consultation with staff and trade union representatives in your school.

As a result of a recent Reward & Incentives Group (RIG) conference in London, which was attended by various colleagues including representatives of NASH and SNAPP, the RIG partners have issued an updated 'Frequently Asked Questions' document, reflecting the comments made by those present. Please click here for access to that document. You will note the questions and answers are both long and numerous, reflecting the complexity of this significant organisational change.

Given that all schools will be undertaking this exercise over a very short and intensive period, it is not practicable to give schools the one-to-one support many would prefer. As a result, I would encourage you to print off these FAQs and consult the content. I am confident that most generic questions are covered. If, however, your query relates to your school's particular circumstances and fine judgements that you need to make at any stage, then please telephone your school's HR Consultant for advice.

In addition to these FAQs, any additional issues which are researched locally, will be published from time to time. This was suggested recently by the recognised trade unions and reflects the need for any experiences encountered to be shared more widely.
