Management Arrangements for the Pupil Access and Support Service (PASS)

As you may be aware Ros Vahey, Head of PASS continues a part-time temporary secondment to the Government Office (East) and Graham Newell who has been covering managerial responsibilities with Ros left us at the end of 2005. I know that you have greatly appreciated Graham’s work and valued his contribution to the Special Educational Needs Review. I am sure you will join me in thanking him for his work with us over the past two years and wishing him well with his next move.
With effect from today, Richard Potts will be taking over as manager of PASS alongside Ros Vahey, pending the implementation of the new Children’s Services structure. I will manage both Richard and Ros. Many of you will know Richard Potts who was formerly a head teacher within the County and who has extensive experience of working alongside schools across the authority.
I would wish to reassure you that the work to date on the SEN Review will not be lost and the workplan will be continued. The Head of PASS will be ensuring the pace of work remains on target for 2006. In order to ensure continuity Fred Corbett, my colleague Deputy Director will continue to sit on the SEN Review Group.
I look forward to meeting you and working in partnership with you to achieve the improvements in outcomes we collectively are striving to secure for all our children and young people in Norfolk.
