Planned Admission Numbers for the 2007/08 Academic Year
PROPOSED PLANNED ADMISSION NUMBER 2007/08 ACADEMIC YEAR
- (i) The County Council is responsible for setting the annual Planned Admission Number (PAN) for all community and VC schools and for publishing the PAN for all schools including VA and Foundation.
- (i) For the proposed Planned Admission Numbers for the academic year 2007/08, we are consulting schools electronically via the Norfolk Esinet website.
- The County Council is required to consult all schools with the proposed PAN for every school. A table indicating the proposed PAN for All Schools is included on Esinet at the following link.

(ii) VA and Foundation schools are responsible for setting their own PAN's in consultation with the County Council.
(ii) The consultation page for your school can be accessed on Esinet at: Consultation Closed . [to open this link manually, open Norfolk Esinet website and click on: School Management and Governance > My School > Login details - enter > Buildings > Admission Number consultation for 2007/08] You will need to log on to 'My School' in the usual way - The 'Admissions Number consultation for 2007/08' is in the 'Buildings' sub-section listed on the left hand side of the page. The form includes the previous year's Admission Number (academic year 2006/07) and a reason for any proposed change for 2007/08.
(iii) The Planned Admission Number reflects known changes to schools' accommodation and organisation as at September 2007.
FEEDBACK IS REQUIRED BY 15TH MARCH 2006
(iv) You need to check the proposed Admission Number for 2007/08 and seek the agreement of the governing body to the figure. This agreement should be minuted at a full meeting of the governing body.

The list will be updated weekly to reflect any changes agreed during the consultation period.
Planned Admission Numbers for schools being reorganised in 2007/08 are as published in the reorganisation public notices, or as amended by or to be amended by Cabinet. Where amalgamations are planned, the PAN for the 'new' school will be sent to each school involved e.g. Dowson First, Mile Cross Middle and Norman First are amalgamating to form a new Primary School on the Norman site - the agreed PAN of 60 for the new Primary School will be circulated to all three schools - for convenience only the name of the amalgamated school is used in these circumstances.
(i) The LEA has a duty to monitor pupil places and to lessen the number of surplus places where this is feasible. A key point arising from the action plan following the Audit Commission's report on Norfolk County Council's pupil place planning is to implement existing strategies to identify and reduce surplus places.
(ii) In the 'reason for change' section of the electronic consultation form, schools may find a statement along the lines 'PAN lowered to reduce surplus places'. Sometimes it is sufficient to lower the admission number by only 1 or 2, to reduce the number of surplus places. If this action has been taken, it is with the view that the revised PAN will be adequate to meet demand for places.
(iii) Where surplus places are high and a mobile exists, we will be writing to those schools in due course where it is believed a unit can be removed without prejudice to the adequacy of the remaining accommodation.
(i) In previous years the consultation on Planned Admission Numbers included a review of schools' accommodation and the associated Net Capacity assessment. In future this review will take place separately.
(ii) The LEA has undertaken a complete review of school accommodation data held under the auspices of the Asset Management Plan. Schools will be consulted on the updated details of their accommodation and Net Capacity in due course.
