Staffing Changes for the Summer Term 2006

This is a request for information relating to any changes to contracts at your school for the Summer Term 2006.

This Information is required by 17th March 2006

To notify the Employee Services Centre of changes this term, or of New Appointments and other Changes to Contract, on line, please click here. If you encounter any difficulties in completing the form on line please contact your Personnel Assistant direct for advice and guidance.

For all temporary appointments, whether it be for extensions to existing contracts or for new starters, it is essential that the end date, together with the reason for the temporary nature of the contract, is given to enable the relevant documentation to be issued. A drop down list is accessible which will help in this respect.

This section contains all staff within your school whose contracts need to be reviewed this term. Staff may be listed for the previous terms where information has not been confirmed.

Appointments

To be used to notify the Employee Services Centre of new appointments as soon as these are known in school.

NOTE: An entry must be made in all sections marked with an asterisk (use n/a if necessary) or a rejection message will be received.

Please send paper documentation, ie application form, nature and type of appointment as soon as possible.

It is important remind you that it will not be possible to pay staff in future without a date of birth and National Insurance number as payments cannot be made without this data. It is therefore essential that this information is given for all new employees (including all casual staff paid on blue claims, or supply).

CRB applications need to be completed as part of the appointment process for all staff joining your school whether from another employer or from another school in Norfolk.

Changes

Used to notify the Employee Services Centre of changes as these occur (%, hours changes, leavers etc.)

When sending data on line press CONFIRM button, the next screen will allow you to print the data, then press SUBMIT to send to the Employee Services Centre. When data has been submitted successfully a message will appear on your screen SUBMITTED SUCCESSFULLY - accordingly if you do not receive this message, your Personnel Assistant will not be aware that you have sent as electronic communication.

Please note - any instructions relayed by telephone cannot be actioned until confirmation has been received in writing, please quote wherever possible the employee number, as this will help to speed the process.

Supply claim forms are to be used for non-contracted teachers to claim for work undertaken during the normal school day, and for teachers on part-time contracts undertaking extra teaching work. Any other work outside the normal school day initiated by the school for contracted staff either full time or part time, previously claimed on a Lilac form, should now be claimed on a Supply claim form following changes to the Teachers Pension regulations.

Supply Rates of Pay

Supply Teachers salaries are assessed on recognised rates as stated on their acceptance Certificate and these are the rates which will be used for these employees. Instructors rates can be negotiated however and any changes need to be stipulated on each individual claim. Rates of pay need to be recognised rates relating to the post they are undertaking and the qualifications they hold i.e. qualified teachers and unqualified teachers pay spines. Schools can however stipulate the rate of pay for work undertaken outside of the normal school day, ie. Clubs. Again this will need to be clearly indicated on each claim form Support staff working as an instructor.

When a classroom assistant or similar non-teaching member of the support staff works as an instructor please could you inform us of payment for this by submitting the work on a supply claim form. Time out of the employee's regular post would need to be entered on the monthly staff return (i.e. working as instructor deduct xxx no of hours).

Any local government pension contributions due will be collected from the individual's salary as normal unless the period of work exceeds thirty consecutive days. Teachers Pensions contributions will be collected if an individual has made a part-time election.

Teaching & Learning Responsibility Points

Travel/Overtime/Blue/Lilac/Supply Teaching and Letting Claims

The deadline for claims to be submitted for the period from 19th March to 19th April 2006 is 19th April, as it is the end of the tax year please could you split the claims from 1st March until 31st March 2006 and 1st April until 19th April 2006.

It would be helpful when posting information if you would ensure the name of the recipient is clearly marked in bold on the front of the envelope. Please note that correspondence should continue to be sent to the Employee Services Centre c/o County Hall 'not to Charles House Prince of Wales Road' as using the latter address will delay post being received.

If it would be easier to discuss certain matters over the phone, please do not hesitate to call me. In the meantime I look forward to receiving your completed proforma. NOTE: Please pass this information on to the employee who completes claim forms and/or any other staff affected by this letter to ensure they are made aware of the above information.

New Payroll System

The County Council has been working for some time now to introduce a new integrated HR and Payroll system.

The new system is due to run its first payrolls from April 2006 and further information will be sent to schools shortly.

In order to help this transition go as smoothly as possible it is critical that any changes to staffing that will impact upon the April payroll are communicated to your contact in the Employee Services Centre as quickly as possible upon receipt of this letter, and no later than 17th March.

There is no guarantee that any changes communicated after this date will be able to be actioned in time for the April payrun.
