Submission of KS3 Teacher Assessments (including P Scales where appropriate) 2006

Schools are required to submit both core and non-core Teacher Assessments electronically to the National Assessment Agency (NAA) in June. We attempted an electronic submission last year but unfortunately, in some cases, the NAA was unable to use the files submitted by the schools and a paper version had to be submitted at the last minute. Hopefully, with some of the initial problems ironed out, it will run more smoothly this year.

P Scales (for children on the SEN register)

The DfES is asking schools to provide P Scales with their Teacher Assessments this year (this will be a statutory requirement in 2007, but is voluntary in 2006). P Scales should only be recorded for children who are on the SEN register and are assessed at Level W. The Level W will still be recorded for the child (in addition to the P Scale). Your Phoenix Gold (or other) software system will facilitate the recording of this P Scale data and your data submission will automatically include any P Scales. (Phoenix guidance will be provided on the ICT Solutions website early next term.)

The Process for Submission of Teacher Assessments:

  1. KS3 Teacher Assessments (including P Scales where appropriate) are to be entered or transferred into your Phoenix Gold (or similar) Assessment Manager system. A single subject level must be submitted for each pupil in each of the core and non-core subjects, with the exception of Citizenship and RE. (For information on reporting Citizenship and RE please see page 81 of the Assessment and Reporting Arrangements booklet http://www.qca.org.uk/eara/ but please note further information on RE below.)


  2. Phoenix users, if you choose to enter the individual attainment target levels for English, Maths and Science, the software will calculate the subject levels for you. You may require the English attainment target levels for reporting to parents. If you choose not to enter attainment target levels, you can enter just the subject level using the "override" facility. Attainment targets do not form part of the CTF export to NAA.

  3. An export file is to be created in CTF format - this is the standard export file created by Phoenix Gold, SIMS, RM, etc. (Guidance for Phoenix Gold will be provided on the ICT Solutions website.)


  4. The CTF file is to be uploaded onto the s2s website by Thursday 29th June - http://www.teachernet.gov.uk/management/ims/datatransfers/s2s/. If you do not have your s2s password, please ask me.

    I will have access to the files submitted on s2s in order to monitor submissions. The reason for the early deadline is so that I can help to resolve any problems before the NAA's deadline of 11th July.
Religious Education

Please be aware that from next year (summer 2007), schools will be asked to submit KS3 Teacher Assessment Levels in Religious Education. This will form part of the new Norfolk Agreed Syllabus for RE which becomes statutory in September 2006 (for all Community and Voluntary Controlled schools).
