School Teachers' Pay and Conditions Document 2006
The School Teachers' Pay and Conditions Document 2006 has now been published on Teachernet, although hard copies of the document will be available from September as follows:-- Schools can order one free copy from the Teachernet Publications Website or by ringing 0845 60222 60, quoting reference DfES 00228 2006. Schools which order a copy this year will be sent a copy in future years automatically.
- One copy will be sent to the Chair of Governors at your school address.
The main changes to the Document since 2005 are as follows (paragraph references are to paragraphs in the Document):
- new sets of pay scales bringing in a 2.5% pay award from 1 September 2006 have been incorporated (paragraphs 6.4, 17.3, 19.2, 31.1 and 41.1). Annex 6 provides for a further 2.5% rise for all pay scales from 1 September 2007.
- an increase of 2.5% in the value of the TLR1 and TLR2 ranges (paragraph 24.2) from 1 September 2006; a requirement to increase all TLRs in payment by 2.5% from 1 September 2006 (paragraph 25); and provision to increase by 2.5% from 1 September 2006 all TLRs which are in the staffing structure but which have not yet been awarded (paragraph 26). Annex 6 provides for further 2.5% increases to all TLRs from 1 September 2007.
- an increase of 2.5% in the value of SEN allowances (paragraph 28.1).
- provision for teachers who occupy another post on a temporary basis to have their safeguarding restored on return to their original post, unless it would otherwise have ceased (paragraphs 20.5, 23.4, 27.7, 29.2, 44.2, 49.5(b)(ii) and 51.7).
- clarification of the circumstances in which TLRs may be awarded on a temporary basis - that is, they may only be awarded whilst the teacher occupies another post in the temporary absence of the post-holder (paragraph 24.1).
- clarification of the safeguarding arrangements for teachers on fixed-term contracts (paragraphs 27 and 51).
- advanced skills teachers (ASTs) are now limited to two performance points a year, in the same way as members of the leadership group (paragraph 31.6).
- the introduction of a new 18-point pay spine for ASTs and provisions for transferring existing ASTs from the former 27-point spine with effect from 1 September 2006 (paragraphs 31.8-31.10).
- the introduction of a spot salary for excellent teachers (paragraph 39.2). Excellent teachers are now also covered by all the safeguarding arrangements in the document.
- changes which came into force from 1 June 2006 enabling teachers to participate in certain salary sacrifice arrangements where these are offered by their employers (paragraph 58).
