Update on Performance Management
Further to MI 107/06 and 112/06 issued in July, the period of consultation on revised performance management arrangements for teachers and headteachers by the DfES has now concluded. The proposals were broadly welcomed but feedback from local authorities early in the consultation highlighted concern about introducing the revised arrangements in the Autumn Term. This view was reinforced by the responses to the consultation. It is evident that schools and local authorities are keen to get the introduction of the revised arrangements right and therefore need more time to prepare. Therefore, on the advice of the Rewards & Incentives Group (RIG) partners, Ministers have decided to put back the date for full implementation of the revised performance management schedule until 31st October, 2007 for teachers and 31st December, 2007 for headteachers.National training provided by the Training and Development Agency development team for local authorities is planned to begin in October. Therefore, it is likely that the Norfolk Remodelling Team, together with HR and Advisory colleagues, will provide training sessions for headteachers on the revised performance management arrangements beginning in the Spring Term 2007.
In the meantime, schools should continue with performance management reviews under existing arrangements until training is provided. We will be working closely with all of the teaching professional associations to ensure that the transition to the revised performance management arrangements is conducted as smoothly as possible.
