Statutory Assessment and Moderation

Assessment and Moderation Dates

At the recent ARA and Test Administration Briefings, delegates were informed of their responsibilities regarding teacher assessment and test administration. As part of this, they were given dates for assessment and moderation by the LA for this year. The slides from this briefing are available at www.schools.norfolk.gov.uk/assessment, in the Statutory Assessment area.

Assessment and Moderation dates for teacher assessment in EYFS, KS1 and KS2 are as follows:

26th March 2018 a.m. All schools selected for Local Authority moderation of EYFS will be notified of the process, their appointment date, time and venue. Schools will receive an email to head@ and to office@ emails taken from 'school information'.

Additional information:

The email notifying schools of their EYFS moderation appointment venue, date and time will have a read receipt attached. Please click 'yes' to notify us that you have read this email.

If you wish to change the appointment, please contact Amanda Lowe on 01603 303304.

Please note: Schools will not receive a telephone call alerting them to the email this year.

1st - 25th May 2018 Moderation appointments for EYFS

Additional information:

If one or more judgements were changed at moderation and additional evidence is required for a pupil to achieve the next standard, the teacher would need to book a time slot on one of the additional evidence surgery dates above. This will be discussed, where necessary, during the moderation appointment. If no judgements are changed at moderation, schools are responsible for moderating their own additional evidence and teachers would not need to attend one of the surgeries above.

Moderator-led Assessment Networks - April/May

In order to support teachers in making accurate judgements in Reception, Year 2 and Year 6, Moderator-led Assessment Networks have been organised and dates and venues sent to all schools. These free twilight events will focus on:

  • making expected and exceeding judgements in reading and writing for EYFS
  • making judgements of Working within the Expected Standard and Working at a Greater Depth within the Expected Standard for KS1 and KS2 for writing.

It is hoped that teachers within each of the end of key stage year groups will attend with their receiving teachers, ie YR and Y1 teachers, Y2 and Y3 teachers and Y6 and Y7 teachers. It will be an opportunity to continue to develop strong transitions for pupils moving between key stages. Please pass on the information in the invitations to the appropriate teachers.

Please note: The materials used at these events will be different to those used during the January events and will enable teachers to see further examples of the standards. This should enable more confident judgements to be made. These are also opportunities to meet members of the moderation team and ask any questions about the process.

Each of these training events contain an element of agreement trialling and take the place of the agreement trialling events previously offer for the EYFS.

Norfolk Achievement Service Teacher Assessment and Moderation Handbooks

Last year one handbook was produced by the Achievement Service to highlight key information regarding teacher assessment, moderation and data submission for EYFS, KS1 and KS2.

This year the handbooks are going to be key stage specific. The 3 handbooks will be downloadable from www.schools.norfolk.gov.uk/assessment, in the Statutory Assessment area, by 30th March.

A set of FAQ and other help resources for the school support staff who enter the final assessments into the school MIS and send the assessments files to the STA and LA are available from: www.schools.norfolk.gov.uk

Local Agreement

All headteachers received the local agreement about the moderation processes of Norfolk LA. It was sent to headteachers via email at the beginning of the year. It is a requirement of the STA that we receive a response from every school. If you have not returned your response or if you have any queries about this, please contact Amanda Lowe at assessment@norfolk.gov.uk.

Test Security Visits

Each year, Norfolk Local Authority visits at least 10% of schools to monitor the administration and security of the Phonics Screening Check and the KS2 National Curriculum Tests on behalf of the Standards and Testing Agency (STA). During the KS2 visits, advisers will also need to check the security of the KS1 tests but they will not need to see them being administered.

Schools must be monitored at least once every 10 years and schools may also receive a visit out of cycle for additional reasons, including if asked to do so by the STA.

The visits are unannounced and will take place during the test weeks as well as during the week preceding and the week following the test weeks.

Teacher Assessment of Pupils Working Below the Standard of the Tests

The following opportunities are available for teachers of pupils working below the standard of the key stage. The training will explore the accurate assessment using the pre key stage frameworks and p-scales. These can be booked on the Educator Solution website.
