Special Schools' Target Setting

Target Setting for 2009 - Key Stages 2, 3 and 4

The Local Authority target setting website can be found through the password-protected "My School" area on Norfolk Schools Website, where you will be able to access target setting for Key Stages 2, 3 and 4. As you are aware the statutory regulations for Target Setting apply to Special Schools as well as mainstream schools. Regulations require schools to set these statutory targets by the end of December 2007 for the Summer 2009 tests and examinations. Please would you complete the on-line proformas relevant to the age groups catered for by your school by Friday 14 December 2007 to enable the Local Authority to collate all targets and meet the DCSF deadline.

Although schools must set targets for all pupils including those with SEN, where such pupils are not expected to achieve National Curriculum levels, schools should use P scales to measure progress and set appropriate individual pupil targets. Norfolk Children's Services anticipate that our developing use of CASPA will enable schools to set challenging targets for each individual pupil so that their personal targets reflect the best ambition possible for what they can achieve. The next phase of CASPA will facilitate the electronic collection of your pupil data by the Local Authority via the AVCO (Anycomms) secure data transfer system.

There should always be high expectations for pupils with SEN. Where special schools have pupils who are performing at National Curriculum Level 1 or above, they should normally be expected to make 2 levels of progress unless there is clear evidence presented that this is not appropriate. In these circumstances please ensure school target setting for SEN pupils is personalised and ambitious.

Obviously, within your own school's development planning, you will be undertaking your own target setting arrangements and recording targets in line with your own school procedures using P scales wherever applicable. This will enable you to comply with the statutory requirement for schools which set zero rated targets to set measurable performance targets at the relevant key stage using P scales or other appropriate performance criteria, eg. PIVATS. Your SDA will collect these school-level targets from you by 14 December 2007.
