The two major national transformational projects of the Primary Capital Programme and Building Schools for the Future were a major item at last term's area headteacher meetings. We are now at the next stage of consultation to share the headline vision for the future of schools in Norfolk and to address some of the key issues that we will need to include in our Primary Strategy for Change submission to DCSF which is due this summer for implementation from April 2009.

These two capital investment programmes will be at the heart of school developments over the next 15 or more years and will need to pull together into a coherent framework all the related strategies for:

  • School improvement and raising standards
  • Extended schools and services
  • Personalised learning
  • ICT developments
  • School place planning, surplus places and school size
  • SEN and inclusion
  • Choice and diversity
  • Improving school buildings and sites

    In developing our approach, the government has made it clear that it is vital to consult with schools, parents and pupils on our strategies to ensure that they reflect local circumstances and needs.

    We hope that schools will agree that it is important to come together to take our thinking forward. We have arranged meetings to take place after half-term for all primary Headteachers and Chairs (or their representatives) in each of the 13 localities. The main focus will be on primary school issues, but in discussion with NASSH we have agreed that it would be very helpful if the secondary schools in each locality were also represented.

    The purpose of these meetings will be to:

  • share the latest draft of the vision and scoping statement for the future of schools in Norfolk
  • consider how we can develop a methodology to enable us identify the priorities for capital projects
  • consider some of the hard issues around surplus places, sizes of schools and age-ranges

    A discussion paper will be issued before half-term to outline the strategic issues we need to debate so that colleagues can give them some consideration before the meetings.

    The meetings, which will all take place between 4p.m. and 6 p.m. have been arranged as follows:

    18 Feb: Locality 6 (Norwich, PDC nb 4.30 start) and Locality 3 (Fakenham High)
    19 Feb: Locality 5 (Northgate High) and Locality 7 (Hellesdon High)
    20 Feb: Locality 1 (WNPDC) and Locality 4 (North Walsham High)

    25 Feb: Locality 8 (Hewett, South Hall) and Locality 10 (Cliff Park High)
    26 Feb: Locality 12 (Wymondham College) and Locality 9 (Flegg High)
    27 Feb: Locality 2 (Hamonds) and Locality 13 (Long Stratton High)
    28 Feb: Locality 11 (Rosemary Musker)
