Inclusion Development Programme

Inclusion Development Programme

The inclusion development programme (IDP) will be launched through the National Strategies in April 2008. This is a four year programme of continued professional development (CPD) that will provide support for leadership teams in schools and settings. It is designed to increase the confidence and expertise of all practitioners in meeting high incidence SEN in schools and settings for all ages from early years through to secondary. It is being introduced as part of the commitment made in 'Removing Barriers to Achievement' the governments strategy for SEN (Ref DFES/0117/2004.)

In real terms the web-based materials aim to provide:

  • Teaching and learning resources for all schools and all children
  • Training materials
  • Guidance on effective classroom strategies
  • Models of good practice for multi-disciplinary teams
  • Information about sources of more specialist advice

    Content of the IDP

Year 1: Dyslexia, speech, language and communication
    Year 2: Autistic Spectrum Disorders
Year 3: Behavioural, emotional and social difficulties
    Year 4: Moderate Learning Difficulties

    National Timescales
It is reported that the dyslexia CPD materials will be available on line via the National Strategies SEN/LDD web area by the end of March 2008.

It is anticipated that DVD materials will be sent to schools in April/May 2008 via the Local Authority schools post.

Norfolk Children's Services response to the IDP
Early indication of these materials suggests that this programme will further support the development and impact of our working definition and practice with regards to inclusion, as defined as:

The process of taking necessary steps to ensure that every young person is given an equality of opportunity to develop socially, to learn and to enjoy community life.

As such the inclusion team propose to do the following:

    1. Initial awareness raising of the support materials - March 2008
    2. Promotion of IDP via summer term Head Teacher Area meetings
    3. Provide information on IDP to all school support team staff, Advisers and SIPs
    4. Offer termly training courses on the content, application and extension of the IDP materials including relevance to SEF evidence collection and impact on school development throughout the four years of the programme.
