Changes to Teachers Pay & Conditions 2008

As a result of changes to the Teachers' Pay & Conditions Document, effective from September 2008, it is necessary to undertake a recalculation of all part-time teachers pay. Click here for a detailed briefing on both topics but of these, changes to part-time Teachers pay will have the most immediate impact and for this reason, further information is given below. (Details of other changes will be included in a separate MI Sheet planned to be issued next week, covering a new pay range for Excellent Teachers and plans to introduce, at a later date, new arrangements to cover "Working Time Directive" requirements to show holiday pay for supply and temporary staff, separately).

Part-time Teachers' Pay

The changes are being proposed in order to ensure consistency and fairness and will establish a clear measure for calculating part-time teachers' pay and working time on the basis of their full time equivalents.

Each school will need to calculate the proportion of time a part-time teacher works against the school's timetabled teaching week (STTW). The STTW refers to the school session hours that are timetabled for teaching, including PPA time and other non-contact time but excluding;
  • break times;
  • registration; and
  • assemblies.

    The STTW of a full-time classroom teacher is to be used as the figure for calculating the percentage of the STTW for a part-time teacher at the school.

    For a small number of teachers this new method of calculating part-time pay may result in a fall in salary. In these cases any fall in salary will be safeguarded for up to a maximum of three years. Any safeguarding requirements will be put in place on receipt of a completed "Review of Part Teacher's Hours" form by 30 September 2008. Click here to access and download the form. This should enable the vast majority of changes to be completed and reflected in November pay.

    As a consequence of the safeguarding provision, there may be additional cost for some schools. HR will be working with Schools Finance Support colleagues to establish the scale of such costs and further guidance may be provided to schools on an individual basis.

    As these new arrangements are effective from 1st September 2008, schools will need to consider the position of their part time teachers as a matter of urgency in September. Schools therefore, will need to review the percentages of their part time Teachers on the basis set out above and advise the Employee Service Centre (ESC) of any changes required.     Current percentages will continue until a counter-instruction from the school is received.
