Fixed Term Exclusion Data Return

Thank you for informing the local authority 01603 307727/exclusions@norfolk.gov.uk when you permanently exclude a child or young person from your school or academy. We know that you only make this difficult decision in extreme circumstances when you have explored numerous other options and interventions. The number of children and young people who have been permanently excluded in Norfolk remains unacceptably high but it is about 10% down on this time last year.

As per section 4.3 of the DfE statutory guidance:

40. The head teacher must, without delay, notify the local authority of:

Any permanent exclusion (including where a fixed-period exclusion is followed by a decision to permanently exclude a pupil;

Any exclusion which would result in the pupil being excluded for a total of more than 5 school days (or more than 10 lunchtimes) in a term; and

Any exclusion which would result in a pupil missing a public examination or national curriculum test.

41. The head teacher must also notify the local authority once per term of any other exclusions not already notified.

To enable us to have accurate information regarding the details of children and young people being excluded for a fixed term from each school, please email exclusions@norfolk.gov.uk to inform the Exclusions Team of the details of the fixed term exclusions from your school/academy from September 2017 until now and provide updates each time you FEX, or ensure you notify the Exclusions Team again at the end of the term.

We require the information on a case-by-case basis using the standard notification form which is available on the Norfolk Schools website. If you are providing us with historical fixed term exclusions data for a number of children we will accept this in excel format, but the table must include the following information:

  • The child's name
  • Their Unique Pupil Number (UPN)
  • Their date of birth
  • The reason for the exclusion, using the standard DfE codes (there may be more than one reason – please record them in order of concern or relevance)
  • Exclusion type (fixed term/lunchtime)
  • The start and end dates of the exclusion
  • The number of sessions excluded

Thank you. Please note that with a FEX each school day is 2 FEX sessions (1/2 days) so a FEX of 3 days is recorded as 6 FEX sessions. If you FEX a child or young person for lunchtimes that also counts as a FEX so a child or young person excluded at lunchtime for a week is recorded as 5 FEX sessions.
