3rd October 2008 | FFT database (version Sept 08) will be available to download from AnyComms. |
17th October 2008 | Revised FFT database including value added data based on KS4 in 2008 (version Oct 08) will be available to download from AnyComms. |
October / November 2008 | Schools use their data and have discussions with staff to compile proposed targets. |
By 21st November 2008 | Schools enter targets on line (via "My School" website) and "Save Changes & Submit". |
November to 5th Dec 2008 | Governors agree targets. |
By 5th December 2008 | Chair of Governors, Headteacher and SIP verify targets and schools enter any amendments on line. Targets are confirmed by entering the Headteacher's name, Chair of Governors' name and SIP's name, and the date agreed, on the target setting website, ensuring they "Save Changes & Submit". |
Target Setting - Autumn Term 2008
As you know all Secondary Phase schools are required to set targets this Autumn for the current Year 8 and Year 10 pupils for their attainment at the end of Key Stages 3 and 4 in 2010. Schools with Sixth Forms, and Sixth Form Centres, are also asked to set targets for Post-16 attainment in 2010, as a matter of good practice. Regulations require schools to set their statutory targets by the end of December 2008 and the Local Authority is required to submit these targets to the DCSF. We will be working with you to set provisional targets by Friday 21st November 2008. This will allow for a further discussion between the SIP and the school before they are formally agreed by the Governing Body and submitted to the Local Authority by 5th December 2007.
During the 2010 target setting discussion with your SIP, you will be asked to comment on the following:
Guidance and support in setting targets
To assist you with the target setting process the following help is available:
- current Year 8, based on Key Stage 2
- current Year 10, based on Key Stage 2 (Y10 estimates based on KS3 will be not be available until 2008 reviews are complete, which may be too late for meeting statutory requirements.)
When downloading pupil-level estimates from your database, you are recommended to use Type D estimates as your starting point. The online pupil estimates are provided in the form of an estimate range, and you are recommended to consider the estimates based on the top 25% of pupils in similar schools as a starting point, and formulate individual pupil targets as follows:
Estimate + Teacher Knowledge = Prediction
Prediction + Challenge = TARGET

What targets are required?
The conversation with your SIP will focus on the following targets:
Key Stage 3 Targets
Key Stage 4 Targets
KS4 targets should include all pupils who will finish their Key Stage 4 programme of study in summer 2010, not just those who will have reached the age of 15 by 31st August.
Key Stage 4 Target for Children in Care
Post-16 Targets (Sixth Forms)
Absence Targets
The DCSF requirements to reduce persistent absence are becoming more rigorous each year. Last year almost a half of Norfolk Secondary Schools had more than 7% of their pupils who were persistently absent, placing Norfolk amongst the very worst in the country. Every school is being encouraged to have in place a whole-school approach to ensure good attendance and to pay particular attention to persistently absent pupils.
