Building Schools for the Future: Revised Expression of Interest

A series of meetings was held in October to brief headteachers, governors and elected members on the proposed principles and processes for developing next stages of BSF. These meetings gave strong support to our suggested approach. The Children's Services Review Panel considered a report on Wednesday 19 November and approved the further development of the Expression of Interest.

The Review Panel agreed that £80m Initial Project is to be composed of those schools which have the highest measures of education and social disadvantage, irrespective of geographical location. The follow-on projects are to be based, as far as possible, on groups composed of schools working together in 14-19 collaboratives, while at the same time giving a balance of rebuild and refurbishments, and costing profiles within the £80-£100m range. These groups will in turn be prioritised, as required by DCSF, using the same measures as before.

Further work has been undertaken to prepare the draft Expression of Interest for discussion by the Capital Priorities Group (which includes representative headteachers and governors) on Friday 21 November before the final draft is considered by Cabinet on Friday 1 December.

It is important to note that the final project groups, when agreed, may well vary from these initial planning groups in order to meet DCSF and PfS criteria for the 50%/35%/15% proportions of new build and refurbishment within each project and of overall projected costs.
