Thank you for your engagement with the SEND Funding processes this past 6 months.

The following updates have enabled us to create a revised application form for the September applications for High Needs SEN Support top-up funding:

  • Banding allocation amounts confirmed for children with EHC Plans
  • Moderation feedback
  • Feedback from colleagues regarding the form and information required on the form

Please note: In providing this information you are confirming that you are operating within GDPR and your school privacy notices are compliant.

For the purposes of moderation, relevant information will be viewed by internal and external professionals. These professionals will have signed a confidentiality agreement.

SEN High Needs Top-Up Applications

  • If you submit supporting evidence alongside your application, please ensure that it is no more than a year old and that it is relevant to the application
  • Funding agreed will be allocated, at this stage, for the remainder of the financial year
  • If you have already applied (just prior to, or during the summer break) using the previous form, this will still be valid

Additional information re SEN Support High Needs Top-Up Funding applied for in first round

If funding was applied for and an allocation has been made through moderation, this information will be available on P-Lite. If an allocation was not made this time, you can reapply in September or November using the new 'Autumn 18' form available on P-Lite.

EHCP Banding applications

  • If you are confident that the banding you submitted is correct, this is the allocation that you will receive in September
  • The VS SEND will be carrying out some audit visits to schools in September as part of the moderation process
  • You must inform VS SEND via email cs.educationvssendfunding@norfolk.gov.uk within 5 days if a child/young person you have received funding for does not attend or leaves the school

Band Descriptors for High Needs SEND Top-Up Funding 6 Months
Allocation

'Targeted additional support staff curriculum time' includes either one to one supervision or bespoke/small group interventions with an enhanced adult to child ratio.

Despite:
  • the school making all necessary 'reasonable adjustments'
  • the school implementing provision that is 'additional to' or 'different from' that already available to meet the needs of the majority of children/young people
  • the school maximising the use of the school's core offer as part of the Norfolk Local Offer
  • the school maximising the use of the Norfolk Local Offer

1. High Needs/Medical Needs
  • The child/young person requires up to approximately 50% of targeted additional support staff curriculum time to enable their access to the curriculum
  • The child/young person requires monitoring due to their medical needs during curriculum time, break and lunchtimes

2. Higher Needs/High Medical Needs
  • The child/young person requires at least 50% but not more than 100% of targeted additional support staff curriculum time to enable their access to the curriculum
  • The child/young person requires close supervision due to their medical needs during curriculum time, break and lunchtimes

  • The child/young person requires 100% of targeted additional support staff curriculum time to enable their access to the curriculum plus full-time additional support staff time to enable their access to break and lunchtimes or for close supervision due to their medical needs
