Funding consultation outcome and funding changes for 2019-20

Thank you to all the schools and governors that took the time to complete the Fair Funding online survey and attended presentations around the County.

The survey responses received show an overall preference for moving onto the National Funding Formula funding factor unit rates.

The findings of the fair funding consultation, and a summary of the comments, were taken to Schools Forum on 17 October 2018 for discussion.

It has been decided following consultation with schools, and with the recommendation of Schools Forum, that Norfolk should move its formula to the National Funding Formula unit rates in 2019-20, and due to the High Needs Block pressures outlined in the consultation document, submit an application to the Secretary of State to request a movement of £4.58m from the Schools Block to the High Needs Block in 2019-20. This is Option 1A of the consultation. Final agreement for changes to the funding formula will be sought from the Children’s Services Committee on 22 January 2019.

Please note that the technical papers that were provided during the consultation process were based on historical pupil numbers and that the budget for 2019/20 will be based on October 2018 census numbers. School budget shares will be published and available for viewing at www.efs.norfolk.gov.uk by 28 February 2019.

Please be aware when you are planning your budget for future years, beyond 2019-20, if your school receives additional funding under the Minimum Funding Guarantee in 2019-20, you will need to take into account that your budget will reduce year on year by 1.5% for those funding factors covered by the Minimum Funding Guarantee.
