Changes to the School to School (S2S) Service

S2S support (www.s2ssupport.co.uk) is an outreach service provided by the Norfolk Complex Needs Schools. The service was setup many years ago to give mainstream schools support and advice with the following aims:

  • To offer relevant and practical support
  • To empower all stakeholders to support pupils within their settings that require additional support
  • To develop effective, sustainable practice across Norfolk

We offer:

  • Hands on practical advice and support to help improve outcomes for pupils
  • Visits to your setting by an experienced member of staff from a Complex Needs School
  • Training, Observations, Resource Creation, Signposting and much more
  • Formal records of visits/observations plus follow up visits and support.

For the past 4 years S2S Support has been a traded service available to mainstream schools and/or clusters who have purchased hours or cluster packages.

Under Norfolk County Councils SEND & AP Transformation Programme is has been agreed that funding from the High Needs Block will be used to fund S2S Support from 1st April 2019. This is great news for all pupils educated within Norfolk.

The SEND & AP Transformation Programme has a 3 to 5 year timescale and in the first instance funding has been committed for the next three financial years (starting 1st April 2019) to ensure that there is a good period of time to implement, sustain and evaluate impact.

How will this work in practice?

Between 1st April 2019 – 31st August 2019 the service will remain unaltered, with referrals made via www.s2ssupport.co.uk. There will be no requirement for schools to purchase hours via the SLA Online. Instead schools will be charged a one-off £100 engagement fee per referral. This charge will be collected centrally by NCC Finance at a point in the future.

From 1st September 2019 it is expected that changes will be applied to the way in which the service is accessed and delivered as Norfolk County Council move towards a 'single front door' model of service delivery. Planning in connection with these changes will take place during the Summer Term and will be communicated to schools accordingly.

Between now and the end of March 2019, S2S Support can be accessed in the same way as has been the case for the past 4 years. Current customers with remaining unused hours were written to earlier this term to remind them of how to use them.
