Healthy Pupils Capital Fund

As you are aware, Children Services invited schools to bid for the Healthy Pupils Capital Fund (HPCF) in November 2018. Please see MI sheet 135/18. We still have some unallocated funds despite lots of successfully funded projects. Therefore, we are inviting schools to submit proposals for Capital projects that will be assessed on the HPCF criteria as set out below.

These criteria used will be the same as for the previous round, therefore resubmitted applications won't be successful unless they have been changed to meet the criteria.

Healthy Pupils Capital Fund (HPCF)

The HPCF is intended to improve children's and young people's physical and mental health by improving and increasing availability to facilities for physical activity, healthy eating, mental health and wellbeing and medical conditions.

The HPCF is investment raised by the Sugar Levy, the same as your PE and Sport Premium funding, Active Norfolk have been asked by the DfE to support Norfolk primary schools with independent advice and guidance to help maximise their premium, for more information visit www.activenorfolk.org/pe-sport-premium. Funding is provided from the Soft Drinks Industry Levy for 2018-19 only.

The HPCF is being allocated utilising existing mechanisms for schools' condition funding. Local Authorities and responsible bodies should use the funding for projects in schools which will have a direct impact on pupils' health and wellbeing.

If you have plans developed to improve your school facilities to help pupils be active and healthy, then please register your interest by completing the bid form. Capital project proposal should include any one criteria:

  • Health & safety (e.g. fire protection systems, electrical safety, emergency asbestos removal)
  • Physical health (e.g. playgrounds and sports facilities)
  • Healthy eating (e.g. kitchens, dining facilities)
  • Mental health and wellbeing and medical conditions (e.g. additional spaces, changing rooms)
  • The parameters for the Capital expenditure are set out in the guidance for Healthy Pupils Capital Fund. A panel will evaluate applications.
