Element 3 High Needs Funding
This update provides information about future guidance which will published in the autumn term about the next phase of implementation for processes which will inform Element 3 funding applications for children and young people with high needs either with an EHCP plan or on a setting's SEN Support list.
We recognise schools are busy with priorities resulting from COVID and planning for September opening and we do not expect schools to focus on this immediately, but we hope that sharing this information now will clarify the future direction of Element 3 Funding which will be shared in more detail in September or October.
The new processes will be supported by two new tools have been co-produced over the past 2 years by a broad range of key partners and stakeholders through focus groups and workshops which have been facilitated by the Virtual School for SEND.
The two tools are:
An Individual Needs Descriptor, Education (INDEs)
An Inclusion and Provision Self-Evaluation Framework (IPSEF)

SEND funding workshops
We are planning workshops, via Zoom, that will provide greater detail on our new processes. We will also be producing full guidance and an instruction video to ensure details are available to all settings.

SEND Forums
SEND Forums for the autumn term will take the form of virtual forums. Dates will be communicated to settings soon.
