Fair Funding Consultation with Schools Autumn 2020

The Local Authority is consulting with schools via an online survey to gather views on 3 different funding options for mainstream schools and academies for the 2021-22 financial year.

In all options, the LA is proposing to continue to follow the factor values and methodologies of the National Funding Formula. All options are expected to provide additional funding for schools in 2021-22 compared to 2020-21 based on like-for-like data (however, final budget shares will be based on October 2020 census data and may therefore increase/decrease).

The Teacher's Pay Grant and Teachers' Pension Employee Contribution Grant have been rolled into the Dedicated Schools Grant (DSG) from April 2021. The grants will be allocated to schools by adding to funding baselines; by increasing the Basic Per-Pupil Entitlement values; and by increasing the Minimum Per-Pupil funding Levels (MPPLs).

The High Needs Block of the Dedicated Schools Grant continues to face increasing pressure from rising demand for special school placements. This means that the Local Authority is having to consider transfers between the Schools Block and the High Needs Block in 2021/22, in line with the expectation of the grant conditions issued by the Department for Education, to reduce Norfolk's DSG deficit.
