Audit of School Safeguarding Practices 2022 - Group 2
Children's Services is undertaking the biennial audit of school and college performance in relation to their responsibilities to safeguard and promote the welfare of pupils. Education settings are therefore required to submit the safeguarding self-review tool in line with the timescales detailed below.
Governing bodies of maintained schools have a duty under section 175 (2) Education Act 2002 to make arrangements for ensuring the conduct of the school are exercised with a view to safeguarding and promoting the welfare of pupils at the school. Section 157 of the Act places the same requirements on academies, free schools and independent schools.
The safeguarding self-review tool has been revised to reflect changes in local and national guidance; and there is a new section on sexual violence, harassment and harmful sexual behaviour. New and revised fields are highlighted throughout the tool. The tool forms the primary evidential basis for the Local Authority audit of safeguarding practice that will take place over the next two terms.
As in 2019-2020, the review tool will be accessible to all schools and colleges via Norfolk County Council's My School section of the Norfolk Schools and Learning Providers site. Once you have logged on to the system, you will be able to access the tool via the 'School Performance' tab. Further guidance on completing the tool is available on the "Guidance notes" page within the SEF, including the attached PDF overview of how to complete the SEF.
What do I need to do?
All maintained schools, free schools, independent schools, academies and colleges will be invited to submit a completed self-review tool for analysis in 3 groups over the next two terms as follows:

If your setting appears in the 'Group 2 list' at the end of this document, please complete the self-review tool via My School by 27 May 2022. Once the tool is completed and saved on the My School site, you are not required to submit the information in any other way. It is crucial that you input the information here and do not download the Word document to complete because there is no facility to upload the self-review tool afterwards.
Where areas of the self-review tool have not been amended, your previous responses will show in the commentary boxes. New or updated areas will be blank. All areas will need to be re-graded with updated commentary. Please note that you should not submit copies of supporting documentation, but it is important that you provide a rating and a supporting commentary of evidence for each question. If you do not include this information, it is likely that you will be asked to re-submit the tool.

Group 3 will receive a reminder to complete their self-evaluation tool via a further Management Information sheet in April 2022. If your setting is not named in Group 2, but you wish to submit a completed review during this cycle, please feel free to do so.
Thank you for your co-operation and support with this audit. The last audit of school and college safeguarding practice was completed in 2019-20. A total of 56% of settings across Norfolk provided the information. The Covid-19 pandemic and partial school closures impacted on the audit activity and Group 3 were not formally invited to submit a return due to pressures for education settings. The School Safeguarding Report 2019-20 was completed based on the responses submitted to provide an overview of practice across the sector and identify areas for development and good practice.
The overall findings of the audit identified the following areas for development:
- Gaps in knowledge of specific safeguarding areas such as child exploitation, neglect and on-line safety arrangements
- Evidence of monitoring, support and challenge with named governors or trustees for safeguarding
The Education Safeguarding Team have provided a range of tools, guidance and additional training modules (password required) to support the identified areas for practice development.
Safeguarding Self Evaluation Webinars for DSLs
To understand the purpose of the Safeguarding Self Evaluation and to support the completion of it, the Education Safeguarding Team will be delivering a webinar for all education settings in Group 2. A subsequent webinar for Group 3 will be available and this date will follow on an MI sheet ahead of the submission date.
The webinar will take place via Microsoft Teams; however, you do not need to have this application on your laptop. If you do not, then the webinar will open in an internet browser.
