Information about fully funded telephone interpretation services for refugees

Fully funded use of Language Line

Effective communication with EAL pupils and parents is essential, especially in relations to safeguarding issues. We strongly advise the use of interpretation services to also ensure that EAL pupils/parents/carers have equal access educational opportunities. Please do not use the child or other pupils/adults for interpretation. Language Line should still be used even if a parent understands some English in order to ensure they can express themselves effectively. This can be used to communicate with EAL families by telephone for meetings in school or contact with home.

For refugee and asylum seeker children, usage is unlimited. For other EAL children this is limited to 15 minutes per week per child. We ask schools to complete a log of their call and send this to us. All instructions for use are sent to schools when they contact robert.coyle@norfolk.gov.uk or tanya.ingram@norfolk.gov.uk to request access.

If you use your own school's INTRAN code instead of the EAL/EDC team code, refunds cannot be made.

EAL funding, which is paid for the first 3 years that an EAL pupil is in education, can be used to fund an INTRAN account. It is currently £1,530 for Secondary and £565 for Primary EAL pupils. EAL funding is triggered in the October census.

This service will not continue indefinitely, so we strongly recommend that schools arrange their own subscription to INTRAN.

INTRAN for LA maintained schools

For face to face and virtual interpretation, as well as calls longer than 15 mins for EAL pupils, LA maintained schools are already able to access interpreting and translation services through INTRAN. There is therefore no membership fee, just a charge for each service.

To gain immediate access to your school's INTRAN ID code, which is required to book services, you can now:

Whilst the invoices are processed centrally your school cost centre will be charged for any expenditure incurred as a result of your school using the INTRAN service. The Children's Services INTRAN Champion will contact you before your cost centre is charged with further information.

It is the school's responsibility to protect the INTRAN code allocated to it.

Please remind all staff using INTRAN Services of the following:

  • We always recommend getting quotes for services from the Service Providers before booking (Language Line, HITS, Translate Plus etc.)
  • Obtain agreement from School Finance/Bursars before booking
  • The codes are logged in Name as teacher/support worker at the school, not client/pupil/parent/carer (as they cannot always be traced by name)
  • Codes are never passed on to third parties for use, as they are only for Norfolk County Council staff

INTRAN for Academies and Free Schools (non-LA schools)

Many Academies also now have a subscription to INTRAN and a code to use. To find out if your school does and to access this, you also can:
