Infant schools transitions

We are writing to share some changes to the way Element 3 funding will be delegated to children transitioning from infant schools to junior/primary schools from September 2023. These changes have been made following discussions with headteachers and SENDCos to ensure the revised funding process is needs-led and equitable.

From September 2023, schools who admit children from infant schools who been in receipt of Element 3 funding in year two will automatically receive the same funding. Therefore, primary/junior schools will not need to submit a further INDES or request support for children with high needs.

We hope this decision will enable headteachers and SENDCos to focus on planning provision for children during transition discussions and will remove any uncertainty around funding. Ensuring successful transitions for children with SEND is a strong focus within the Local First Inclusion programme and we hope this development supports this.

We would ask schools to resubmit an INDES for any child whose needs have changed once they have settled into their new setting to ensure the appropriate amount of funding can be delegated to enable their needs to be met.

During the autumn term we will endeavour to check children are on roll at their new setting through our own internal procedures, although we may need to contact schools to confirm this in a small number of instances.
