Phase Transfer 2023 and 2024

Following close working with schools to facilitate good transition planning for September 2023, we wanted to share:

  • The feedback from settings re: 2023 phase transfer
  • Changes to process and information to aid planning for Sept 2024 phase transfer cohort

Transfer of education phases (Phase Transfer) for pupils with EHCPs

Following some helpful feedback from school leaders, we have this year revisited our arrangements for children who have EHCPs who are transferring to a new phase of education. Our aim in doing so is to facilitate improved information, openness and transparency for all schools across Norfolk as well as share key data and highlight some changes to the way in which we manage the identification of schools for the purposes of consultation and naming specific settings in a child's EHCP.

For the 2023/24 academic year, the methodology for identifying mainstream schools for the purposes of consultation and naming of settings will change following feedback that longstanding practice of utilising catchment schools for consultation purposes was outdated and, in some parts of the county, resulted in disproportionate impact and effect for specific schools.

To address this, the arrangements for 2023/24 have been adapted and are set out in the appendix below.

We have also included below some links to specific data sets which provides schools with information on the current numbers of children who will be within a Phase Transfer year group for next academic year. The data sets provide a more detailed breakdown of the cohorts across Reception, Year 2 (for those in infant schools) and Year 6 so that schools have advance indication of relative geographical location of the Phase Transfer cohorts and can see this for the entirety of the county in the interests of openness and transparency.

In the attached files there is more detailed breakdown to aid planning, such as school cluster for the children's home address, primary need and number of children in that cluster. Appreciating that neither of these are static figures.
