The Prevent Duty- updated guidance documents
On 7 September 2023 the DfE published revised Prevent Duty guidance. This is statutory guidance for England and Wales under Section 29 of the Counter-Terrorism and Security Act 2015. Subject to Parliamentary approval, it comes into force on 31 December 2023. This guidance replaces the 'Revised Prevent duty guidance: for England and Wales' (2015). Specified authorities in England and Wales must continue to have regard to the 2015 guidance until the new guidance comes into force.
The 2023 Prevent Strategy has three specific strategic objectives:
- Tackle the ideological causes of terrorism
- Intervening early to support people susceptible to radicalisation
- Enabling people who have already engaged in terrorism to disengage and rehabilitate
There are no new legal requirements or additional responsibilities for those in the education sector, however there are changes to the guidance that education settings should be aware of. For more details about the changes, please see this DfE briefing note.
The referral pathway and form remain unchanged. Please refer to the Prevent Duty tab on the Safeguarding webpages for further guidance, links to relevant documents including the National Prevent referral form and other useful resources.

The Prevent Duty guidance now includes a glossary of terms.
In light of the changes the DfE have also updated the guidance 'Making a referral to Prevent' and 'The Prevent Duty: safeguarding learners vulnerable to radicalisation.' There are also newly published 'Prevent Duty: risk assessment templates.
The Prevent Duty: safeguarding learners vulnerable to radicalisation guidance is designed to explain the Prevent referral process and the statutory responsibilities to keep children safe from the risk of extremist ideology or radicalisation and prepare DSLs to respond effectively and get support for those who may be being exploited by radicalising influences. This guidance includes four documents:
- The Prevent duty: an introduction for those with safeguarding responsibilities
- Understanding and identifying radicalisation risk in your education setting
- Managing risk of radicalisation in your education setting
- Case studies
The DfE also have a number of different training courses which include information on a range of topics related to prevent.
The Educate Against Hate website has a range of resources, poster and leaflets as well as a calendar which helps DSLs and other school staff identify awareness days and weeks, anniversaries, and other dates when you may want to talk to children about extremism and radicalisation. We would encourage you to sign-up to their newsletter to regularly receive new resources, tools and practical advice.
