Specialist Resource Bases Hosted by Mainstream Schools
As part of the Strategy for Special Educational Needs, we have been working with schools for some time, developing Specialist Resource Bases (SRBs) across the county. We would like to provide you with the latest update on SRBs:

Operational SRBs
SRBs are currently operational or will be operational at the schools in the attached list. Please note that the SRBs are in various stages of development: some are in new buildings and are fully operational; some may have staff available who could provide outreach pending completion of building work; some may be transitioning from the previous LSC model to the new SRB model and some are currently at capacity.
Note: In addition to the SRBs hosted by schools above we have also made available the equivalent of six SRB revenue streams to Behaviour & Attendance Partnerships.

We are looking for schools to host SRBs in both Primary and Secondary phases in the following specialisms:
Autism
Behaviour
Learning

Update on operational issues
Admissions
Although we already have some procedures in place, due to the NCC Organisational Review and the subsequent revised structures within Children's Services, we are further developing the admission process, Request for Support Form and many other aspects of SRB operation and plan to have an SRB Guidance Document available for schools later this term.
In the meantime, please use the existing Request for Support Form and the current process until we publish the revised forms and process.
If you have a pupil who you think may benefit from a place in an SRB:
1. Consider the pupil profile in the attached Request for Support Form and Guidance
2. Contact the Teacher in Charge of the host school for a general discussion about how the SRB might support the pupil and what the placement might achieve
3. In conjunction with your School Support Team/SEN Caseworker, complete the attached Request for Support Form and send it to the Single Area Panel relevant to the pupil's home address
Transport
Transport will be arranged by the SEN Team in the usual way. Transport will be paid for by Children's Services if the child qualifies for transport support under the Council's School & College Transport Policy.
The Council's policy is that free transport is provided for children of compulsory school age who attend the catchment school or nearest appropriate school for their age and educational needs, provided they meet the distance and age criteria below:
Please note:
The ages are taken on 1st September in each school year
The nearest school is determined by the shortest available walking route to the school, measured from front door to nearest school entrance
The qualifying distances stated at 1.4 will be measured by the shortest route by road (ie over 2 and under 6 or 15 miles)
If a child does not qualify for transport under the general transport policy then it is the parents/carers' responsibility to ensure they get to and from school. Children's Services can only assist on a discretionary basis if there is evidence that exceptional circumstances exist which prevents parents/carers being able to transport their child. Such requests are assessed individually taking all factors into consideration.
